A turbine governor is one of the core control systems in a hydropower plant. It regulates turbine speed and active power by controlling the hydraulic actuator connected to the guide vanes, runner blades, needles, or deflectors.
However, different turbine types and operating conditions require different control strategies. A conventional Francis unit, a reversible pumped-storage unit, and a multi-nozzle Pelton unit should not be treated as the same governor application.
For this reason, governor selection should begin with the turbine type and operating duty rather than with cabinet dimensions or controller specifications alone.
MGC-4000 for Conventional Hydropower Units
The NSD Electric MGC-4000 is designed for medium, large, and extra-large conventional hydropower units. It is suitable for Francis, Kaplan, and bulb turbines, including both single-regulation and double-regulation configurations.
The system uses a dual-controller cross-redundant hot standby architecture. It also incorporates fault-tolerant design, anti-interference protection, and protection against overvoltage and transient voltage conditions.
For double-regulation units, such as Kaplan or certain bulb turbine applications, the governor must coordinate more than one regulating mechanism. The MGC-4000 is designed to support this type of coordinated control while maintaining stable turbine regulation.
It is therefore the appropriate product family when a project involves a conventional hydropower turbine and requires a redundant digital governor with flexible hydraulic control configurations.
MGC-6000 for Pumped-Storage and Reversible Units
Pumped-storage units operate under more complex conditions than conventional generating units. They may transition among generating, pumping, synchronous-condensing, standby, and other operating modes.
The MGC-6000 is specifically designed for pumped-storage reversible units. It uses a fully cross-redundant dual-controller architecture in which the two controllers communicate through a TCP/IP network and use independent power supplies.
The system supports medium, large, and extra-large governor applications with single- or double-regulation configurations. Available electro-hydraulic arrangements include motor-and-proportional-valve control or dual-proportional-valve control.
These configurations allow the governor system to be adapted to the hydraulic arrangement and operating requirements of the pumped-storage unit.
MGC-7000 for Pelton Turbine Units
Pelton turbines use one or more water jets controlled by needles, together with deflectors for rapid flow diversion. Multi-nozzle units therefore require a governor capable of coordinating several regulating components.
The MGC-7000 is NSD Electric’s dedicated digital governor system for Pelton turbine units. Its needle coordination control module allows individual and coordinated regulation of multiple needles.
The system can adjust the operating sequence of each needle according to its working status. It also supports independent multi-nozzle control, nozzle synchronization, and coordinated deflector control.
The MGC-7000 can be configured with a single or dual controller and can be used for small, medium, large, and extra-large Pelton governor applications.

What Information Is Needed Before Selection?
The correct governor configuration depends on the complete turbine and hydraulic control arrangement. Before selecting a system, the project owner or EPC contractor should confirm the turbine type, unit capacity, operating modes, regulation method, actuator arrangement, hydraulic pressure system, redundancy requirements, and communication interfaces.
For retrofit projects, the condition of the existing hydraulic equipment, sensors, actuators, wiring, and plant control interfaces should also be evaluated.
The final selection can then be summarized clearly:
- MGC-4000: Francis, Kaplan, and bulb turbine units
- MGC-6000: pumped-storage and reversible units
- MGC-7000: Pelton turbine units
Selecting the governor according to the actual turbine type and operating duty helps establish a technically appropriate foundation for stable regulation, plant automation, and long-term equipment operation.
